Public-Private Partnerships (PPPs) as a concept predate the 20th century. After years of experience, policymakers are still not fully clear whether and where PPPs lead to value for money. There is an increasingly strong contrast between political declarations to mobilise more private finance at the top (G20) political levels and reports on the performance of the model. In Europe in recent years we have witnessed a consistent flow of reports from national audit offices that criticise the model. In response to these concerns, the ITF recently concluded a major research project that breaks new ground in examining alternative forms of public procurement and private investment in transport infrastructure.
